One of the things I like least about my bike is the one thing I don't have a clue how to handle. The rear fender is fricken HUGE!!! I think that the big-a$$ chrome fender is the motorcycle equivalent to granny-panties, NOT SEXY. Can the fender be stripped and painted? I'm thinking that with a slim budget if I could trim the fender by a couple of inches and then paint it I may be able to look at it for a year or two while I figure out the next step. Thoughts?

You don't say what year or what model. Do you have a standard or Special? I believe the standards had longer fenders than the Specials. I've always thought this but I never measured the ones I have. You can sand the chrome finish to give the paint some tooth to grip and paint away. Many have done this and it looks good. A trick that may work for you is to place a stripe down the center of the fender to visually narrow the fender. Make sure it has pin stripes on either side of the wider center stripe. This is a Triumph paint job and looks great.
If you have a very good chrome fender you could exchange it for a good but rusty chrome fender. You would be doing someone, like me :^), a great favor and still have a good painted fender.

Sorry it's a 71 not sure if it's standard or special but it has to be the longer one. Pic below

you can "bob" the fender... cut it in half.. the holes that are in the middle will fit back where the u-shape mounting tabs fit. then move the turn signals and use those mounts for the fender. I know that doesn't make sense, so I'll post a pic.

NP.. all in all it's pretty simple. A dremel can handle this project. if you run into a bind just give me a shout
