I want to powder coat the rd400 wheel I'm using for my tracker project. Can the wheel be powder coated with the rubber dampers still in the wheel? If not, how do I extract those damn things?? I have tried heat from a propane torch with NO luck..........

Any rubber will either melt or mess up your coating.

I suggest taping the bearing areas and rubbers and having the rim bead blasted. It comes out looking like new with a nice silver satin look. Do not try to extract the rubbers or studs on these rims and make sure you use the spacer and lock ring when making up the spacer and sprocket. I learned the hard way in not using the lock ring. This causes the rubbers to deteriorate and they "walk" themselves outwards causing the sprocket to wobble and eventually it can hit the swingarm which could be deadly. My replacement RD rim is now excellent. ....Mel....
