I'm in the process of trying to replace my fork springs and seals on my long going 1980 650 rebuild. I am having trouble getting the fork springs out of the fork tubes. Upon removing the top fork cap I was expecting the fork spring to decompress, but it did not, it is still in the fork tube, I have tried to apply penetrating oil down inside the fork tube with no success. I can see and touch the spring but can not get it out. I've used a heavy wire with a hock on the end, with no luck. Any ideas would be appreciated. This is my first attempt at a fork rebuild, but have watched it done before. Thanks

You removed the rubber caps, then removed the cap bolts, correct? With the caps removed, I can't imagine why the springs won't come out. Item #24 should free the spring.

GOK what going on here, Marty, but it's pretty clear he has the fork caps off. Crossfire, secure the bike on a lift or on the center stand with a block under the engine, remove the front wheel, reinstall the axle, set a jack under the axle, and try to push the sliders up. Set something heavy like a movers' blanket or floor mat over the open tops of the tubes; if incorrect springs were installed and have bound up in the tubes or on the damper rods, they may have a lot of pressure built up before they release.
