the way i read it is that this applies only to manufacturers and importers of new machines, not to individuals. ?? plus it looks like it was enacted into law last year anyway.
where california sucks is in the STATES requirements for epa compliance in order to register a vehicle. my state hasn't had vehicle checks for almost 20 years now.

hell i used to swap enduro and street bike license plate back in the 70.s so i wouldnt have to buy two plates got stopped a lot never got caught, we pretty much know all the cops here in fact one came by to look at my shop and check out projects I asked about couple bikes someone had given me , worried about them being stolen one came from a landlord the bike was left by renter he just laughed and said i can run vin but wouldnt worry about it. what will hurt is 50 state regs. i can barely change the air filter on my car imagine what they will do to bikes.Oh yea my shop built it as pole building and hide poles in the ground with blocks so I wouldnt have to get a building permit, (considered tempory structure) BUYGOD ILL SHOW EM. pg.photos.yahoo.com/ph/jeepurz/album?.dir=31b0

Here In ca. w/ supposedly the strictest rules there are tons of hot rod's & other obscure sorts of rides they somehow get registered off road bike's are still being, converted people do crazy things to pass smog, like pay some one to massage the results
where there's a will theres a way any sort of regs won't be retro active all the aftermarket companies, will drag it out in court for years the rules [ gov] will continue to crack down on small sources [not that the numbers are significant] just new things will be subject to the new rules
It's sort of like a saying from a very few yrs ago 55mph it's not a good idea it's just the law

No fenders, straight pipes, slicks (on the sedan), no bumpers, lower than legal headlights and more. We'll get by.

Lucky me, I live in the only county in California to meet all air quality standards for 11 years running. We don't have to smog check our vehicles unless we sell them. It's a hot-rodder's paradise.
No one actually checks bikes at all in California. Nearly every Harley has open drag pipes and they aren't being ticketed. This is a far cry from the '60s and '70s when cops would run a mop handle into your mufflers to see if they were baffled or even check the volume with a db meter! Ape hangers would be measured to make sure they weren't higher than 15" above the seat but now I see riders all the time with apes so high they can barely be reached. My friend bought a salvaged Vulcan 1500 from out of state and had to have the vin# verified by the CHP in order to register it. The bike had open pipes and was waaaaayyy too loud. Cop checked the vin and commented "Nice bike, sounds great." and that was it!

the only time we get checked here in illinois is when you have to retake drivers license driving test.so we either slip in baffles or bum a legal bike. rules suck.
